The issue isn't that Americans are stupid or poorly educated, although some (many?) are. The issue is exactly what you hit on without realizing it: About half of the population everywhere is "severely damaged, stunted, twisted and broken." That's why they vote against their literal survival (= they vote for people who harm them economically) and vote for bullies / extremists / control freaks / haters who promise to harm
[1] those who the angry (wrongly) think have harmed them, or
[2] those whom the angry dislike for whatever reason -- the angry engage in scapegoating, a phenomenon so common among humans that it's mentioned in the Old Testament.
We've known how to raise healthy humans for a pretty short time -- about 100 years. I used to hope that the gradual acceptance of psychothrapy would lead to an even larger % of the population engaging in it, such that we humans would gradually learn how to sort out our conflicts in non-destructive -- or even constructive -- ways. But the likelihood of that happening is almost nil: After 40 years of neoliberal economic policies, many people are distraught / angry / radicalized and not inclined to do interior work (esp. when surviving, paycheck to paycheck, occupies most of their energy), plus the coming-soon challenges from the climate crisis (less land will be arable or habitable; climate refugees will be everywhere) are going to make basic daily physical survival a major challenge, and make therapy seem like a laughable luxury.

Watched "Sensitive" last night, I think they are on to something similar, with their scan for a detecting if someone has more compassion and or empathy, than average.... we'll call those "keepers"!
The only objection I personally have to something like this is that given who's in control of most mechanisms, a tool like that would be weaponized against the most vulnerable.
